Nowadays, there is a plethora of rising issues related to the environment. Some consider these can only be solved by governments, whereas others claim that people can resolve them themselves. I believe both of these statements are valid to some extent, although governments can do much more than civilians.
On the one hand, lack of awareness is the root cause of environmental degradation. Most of younger citizens are not aware that they are destroying their surroundings by randomly littering or using their private vehicle extensively. Therefore, teachers or professors can educate their students and make them aware of the the paramount importance of preserving the environment. For example, by watching television documentaries or involving themselves in community activities, youngsters can gain greater understanding and then impart that knowledge to their children. Eventually, this will help to produce generations of people concerned about environmental protection. Thus, it is undoubtable that individuals can tackle these issues in the long-term.
On the other hand, I believe that there are a lot more that governments can do. To start with, citizens empower authorities with considerable amount of taxes to legislate in order to improve their living standard; thus, states should morally hold the responsibilities to address these issues. By utilizing its rights, nations can enact laws that impose hefty penalties for environmental vandalism. This leads to unaffordability for most citizens, thus, they will think twice before they take the action. For example, in Singapore, residents are facing an astronautical number of penalties, even when they spit on the grassland, resulting in few people who will violate the law enabling Singapore to be one of the cleanest countries in the world. Hence, the government can easily cope with issues, by using its legislation rights and generate effective and short-term outcome.
In conclusion, both governments and people can take viable measures to protect the environment; however, in terms of effectiveness, governments can tackle them swiftly, while individuals can contribute only a little at a time.
